CC and R-Covenants and Restrictions (Jeanne Calhoun) – info to be communicated via newsletter; to start the process to amend by-laws to accommodate the requirements, MOTION by Rosemary Bolza, second by Zac Lacy, all in favor, passed;The next step is to revise the bylaws, document the vote to proceed in these minutes, and distribute the minutes to the neighborhood. Once that is completed, the CC&Rs need to be modified to redact discriminatory language and provide the amended CC&Rs to the County Recorder with a notarized cover letter.

- Traffic Advisory (Cindy Doklan) – Got note back from Jim DeGrood. Street repaving- he needs to get information from water division and will let us know when repaving will start. Cindy got note from Jozette Keena at NTMP city letting us know that we can put in chicanes for road safety. The Safe Street Mini Grant program will be decided in April. We will NOT need to get signatures to go for the mini-grant from City. Cindy provided Andrea Altamirano the materials requested from NTMP and responded “Hi Andrea,we haven’t pursued collecting the petitions signatures yet pending a clear picture of how we will proceed with the financing. “
- Clean Committee (Jeanne Calhoun) - two reports to homeless protocol. Thank you to those helping with the cleanup- needs consistent vigilance to keep it clean.
Marlene Avelino: Homelessness is a big challenge for all due to multiple crises. City is trying to work quickly. Short term plan- provide outreach and services as possible; long term plan to build more housing, going after grants. Summer- conjugate shelter with transitional shelter. Working with County and nonprofits. Keeling Neighborhood is doing a project with nonprofit; Pima County Land Trust- providing small units, Hope Factory. Serving victims of domestic violence. But challenges with zoning issues. Opening soon. Second project- day shelter, hospitality space in same neighborhood. 3 men staying at Ward 3 office waiting to be housed; staff is helping them get appropriate documents. Miriam is on Blenman Elm board. Grace St Paul’s Church issue- providing services to homeless but not working with the neighborhood; neighborhood is working with Primavera to move the services elsewhere. - Green Committee- (Micheal Hailey) – not present; no report.
- Central Segments Safety Meeting (Rosemary Bolza): issues will be put in the newsletter.
- Grant Rd Coalition (J Daniels) - RTA letter- asked where the funding will come from to finish the project. No answer. http://www.jeffersonpark.info/grant-rd-widening.html 2 neighborhoods signing on, 1, NUNA disagree, Second coalition letter sent. If RTA Next doesn’t happen, how does the Grant Road project get finished?

- Land Use (T. Gehlen) - First inquiry to Hughes, no answer. As her mother declines, she might not be able to turn things around on a timely basis.

- TEP -Tucson Electric Power- Please take more yard signs. On Feb 13th, a hearing for three sections that are supposed to be undergrounded- especially at Broadway and Euclid an exception should not be granted. Months away from further discussion about the Vine Substation. (C.Nichols
- Campus Community Relations Committee – Lisa: Meeting Jan 14- Business Improvement District proposal for Fourth Avenue; when have Fourth Avenue Street Fair, they don’t get enough money, so asking for a small tax on businesses to cover the additional cost. Committee working on it. Also, Tom with Park Tucson is requesting that we all trim around the Park Tucson signs so they are visible.

· Tucson Electric Power- (Colleen Nichols) Request for funding for TEP signs. To be reimbursed by other neighborhoods. Colleen shared examples of signs. Will ask for vote by email since we don’t have a quorum of the Board; there will be some more info coming out in January when there will be decisions on the exceptions to ordinances at particular intersections; City is still saying TEP needs to honor the ordinances, ACC sides with TEP; We will need up to $700 to put in a bulk order for signs for all the neighborhoods, then other neighborhoods will reimburse us for the ones they want

- Keith Bagwell – Pima Co approved MOU with USFWS for the urban National Wildlife Refuge on the Santa Cruz River; working on Strategic Plan for homelessness issues, including transition center for people coming out of jail; there will be public meetings in the spring on the libraries, no longer considering the closures of the four libraries (not without public process)
- Marlene Avelino –has been with Kevin Dahl since the beginning of his term; she does constituent services and will be our liaison to Ward III, taking over from CJ Boyd; she is hoping to attend the next meeting in person; noted that Kevin’s neighborhood Samos is also in the process of updating and removing the racist covenants as well
- San Carlos is neighborhood at Grant and Swan, has about 77 homes; they have been able to modify their CC&Rs to remove racial covenants; worked with Jason Jurjevich, professor at UA
- There was an era after WWII when judges ruled government couldn’t prevent where people live based on race, but a CC&R (which is private) could do so
- The Civil Rights Act modification in 1964 and the Fair Housing Act removed the enforcement of these covenants, but many neighborhoods still have the CC&R in Tucson (using language preventing people of African or Asian descent)
- After San Carlos neighborhood amended their CC&Rs, Tucson adopted this as a law, at parcel level. They were able to do it at the neighborhood level for a fee of $30, took about 8 hours of time to do it. This might be an option for JPNA but we’ll need to get consent from each neighbor that wants to do this
- JPNA’s By Laws says that NA is working on behalf of the neighborhood but doesn’t say who has authority over the CC&Rs. We also don’t have a perpetuity clause for the racist language.
- In JP, CC&Rs were placed in 1926, then Cattle Company purchased the lots in the 30s and made the CC&Rs effective in perpetuity
- Once the AZ legislature is back in session, Peter plans to go to them and help them understand the problem, thinks there has been some progress with Pima Co recorder where they could have multiple parcels changed with one filing fee
- Could we amend our JPNA By Laws? This would be possible with a meeting where we acknowledge all neighbors who attend the meeting, get their input. Need to put out a notice first before the meeting, get City to accept it
- Keith Bagwell offered to talk with Pima County Recorder, District 5 office to see if they can help
- UofA is actually part of our CC&R because they have incorporated part of the neighborhood into their ownership, we could talk with Julie Katsel about this

- Ricardo has a plot at the community garden down the street, plot #38, neighbors are welcome to join him there; Petition to Governor Hobbs to make April Garden month in Arizona, looking for more letters of support; hoping for a joint declaration in the Arizona House and Senate. Hoping to have a garden tour in JP in April to coincide with this, highlight sustainability features in the neighborhood, highlight the IST garden. Andrew Wild Center is sponsoring this effort.
- We need a committee for the plant sale that can work on other things besides just growing the plants, like washing pots, making signs, etc. Let Laurel-Heather Milden know if you want to be on the committee. Ricardo Pereyda is interested.
- Laurel-Heather Milden asked us to consider a contest in the new year for mailboxes to encourage the ones that look really bad to get improved.

- Rory is a real estate lawyer with Lazarus & Silvyn P.C, they help projects with zoning approval
- CAP project is a joint venture with two real estate companies, George with PeakMade (Atlanta) and Eric Mortenson Construction (Minneapolis), worked on McKale Center in the last couple years;
- In 2014, University Area Plan was amended for the Helen-Warren Station Area (with new street car)
- In 2018, Speedway and Campbell Gateway project PAD (planned area development) was approved by Mayor and Council
- They have received approval for up to 20 stories, it will be 19 stories, 200 feet high, high density residential
- Originally was more office space, retail, the demand for that has decreased since COVID; likelihood of grocery store is low, maybe restaurant or two, small retail
- Parking on ground floor for retail (55 spaces); 4 levels of residential parking; only vehicle access is from Speedway; designed for pedestrian access from street car, bikes; public meeting plaza on NE corner
- There is a strip of land on the east side of the property still owned by UA, may be used for some landscaping; planning to plant shade trees along Speedway, Campbell, and Helen
- No solar planned for the project, but will include shade trees where possible, water harvesting
- Permits should be given in December, then breaking ground next summer, will be a 2+ year project
- 397 units, apartments will be 1-, 2-, 3-, and 4-bedroom units (but rented by the unit, not the bedroom as individual units), 400 – 1300 sq feet; about 1000 people total, 318 parking spaces
- They talked to Christian from Banner about the helicopter access, Christian said the helicopters should be about 2500 feet at the point they cross over the highest part of the building so not an issue
- Colleen asked how they will ensure that retail doesn’t stay vacant and turn into nuisance properties, they said their parking options should help with that
- Plan for construction parking – will partner with UA on that, they are still figuring that out, usually will find parking options farther away and bus people in

- TEP Tucson Electric Power (Colleen Nichols) – we are in a holding pattern, see e-news for explanation; they are applying for permits to overground at certain intersections where they should be undergrounding, zoning sent questions back to them; Special Exception permit for substation – March-May – will be important for neighborhood action; we will start another undergrounding campaign with yard signs; they have several large projects coming up so it will set an important precedent
- Campus Community Relations Committee (L Jones) - Follow up to Karin Uhlich re the remnant parcels on Grant Road, whether the houses should be torn down, Council is considering RTA Next proposition as relevant to this; starting in early Spring 2025 – Park Ave will be refinished from Adam to Ft Lowell; If you have branches around Park Tucson signs, please trim them

Ward 3 (CJ Boyd) – CJ transitioning out of his position at Ward III, last day is Nov 8th. Marlene Avelino will be moving to this position. Ward III also hired Naomi Lee who will take over Marlene’s position.
Pima County report (Keith Bagwell) – Library closure has been shelved, there will be a public process over the next few months; City investing $750,000 in an affordable housing project in District 5, step toward solving the housing crisis (multi-million dollar project in total); working with US Fish and Wildlife Service on a new urban National Wildlife Refuge along the Santa Cruz from the Mexico border to Pinal County, signing ceremony Nov 21st if everything goes to plan.

Nominating Committee – (Laurel-Heather Milden) Need all forms back on Nov 5th, still waiting on a few. One person withdrew so a member at large position will be open. JPNA has had 3 years with no president. We have recruitment issues, need to find new members. Consider bringing a neighbor to board meetings. Maybe we reduce the tasks that the president is responsible for to make it less overwhelming.

· Central Segments Safety Meeting (Rosemary Bolza) No meeting this month since we are on zoom; last month they recommended using the app for 311 calls as needed. Make sure to report crime as they will do more patrols if there are more crimes.

· Land Use– (Trish Gehlen) Planned Area Development at NW Corner of Campbell and Speedway (Palm Shadows Apartments) is starting up again, up to 20 stories, 397 rentals; opening 2027; no grocery store planned anymore but there will be retail; Meeting Nov 6th 6pm with neighborhood representatives and attorneys to show the plans; they are hoping to submit plans in December. Trish will send meeting details to the board.

Laurel-Heather Milden talked with a person who wants to donate her plants for the plant sale next spring. Need to find people to foster the plants until the plant sale in May. Reach out if interested.

- Funding: Tucson Clean & Beautiful is not available to us since we have too high of green canopy score for their cutoff (however they will do design, bidding, project management). Will have to count on round 2 of mini grant, or our own funds.
- Change of mitigation for Seneca/Santa Rita from Circle to Chicane: chicanes slow traffic by narrowing the road, also collect water; cost = $30k for circle vs $24k for 2 chicanes, also we can plant a tree in chicanes (can’t put tree in a circle at this intersection due to manhole); Jesse is figuring out the design, which side of the road chicanes would go on. Maybe we don’t need to pay for plants, since we have so many?
- Need more traffic circle gardeners/owners. Maybe meet to make a plan to involve renters/students. Laurel-Heather is willing to do the one at Edison and Hampton on the west side of the neighborhood starting in December and will look for neighbors to help. If a tree is blocking a stop sign you can call the City and they will remove the branches and remove the cuttings.
- Streets status – Jim DeGroot said he’s getting bids, should have a schedule in January.
- Park Tucson: No change in our revenue.

- Pima County (Keith Bagwell) – Implemented a new heat ordinance that impacts workers, employers will need a heat safety plan; they are the first county in AZ to do this (Attorney General Kris Mayes made it happen); Sec of Labor was out last week to commemorate the ordinance; also working on new ordinance to raise age for purchase of tobacco/vape products to 21 and require retailers to be licensed and pay a fee (which would pay for ordinance); proposal by library leadership to close 5 libraries, there will be a public process before this happens
- Julie Katsel: suspect in campus shooting was captured today and taken into custody; Heard from N University that they would like more convo about Mountain and Helen intersection; there is not a formal red tag unit, but one officer that is part of the detective unit, that officer now has a community officer working with her; the more people who call 911 the more likely an officer is to come; if a red tag can’t be issued during the event, it can still be issued in the days following; University has a parallel system to the city’s, if they can figure out the identity of the students then they can be subject to the University’s code of conduct; if we have volunteer opportunities, send them to Julie and she can post for fraternities and sororities that need the hours.

- Independent oversight and accountability meeting (project 411, aka repaving) quick update. Target is first quarter of 2025 pending the water issue on Edison. Water lines need to be fixed first. Jim DeGroot is going to personally manage our area.
- Park Tucson earned funds - see treasurer’s report. We will still get what we have been getting in past years.
- Mitigation at Helen/Mountain needs more work. Will be a protected bike line within the year - Helen to Ft Lowell

Land Use– (Trish Gehlen) Accessory Dwelling Units Planning Commission meeting 9/24. 4 state laws passed, we are dealing with 3 right now. We need to adopt these changes or there will be NO codes
- Zoning application timeline – applies to rezoning and special exceptions (including TEP power lines), not a lot of change to code other than a change to the timeline of 30 days to get approved, then 180 days to go through to Mayor and council and then approved or denied;
- ADU law needs to be amended by Jan; 2 per lot, attached or detached, if an acre or more allowed 3; up to 75% of primary structure up to 1000 sq ft; will allow ADU up to 25 ft high even if house is single story; no parking onsite required; rear and side setbacks no more than 5 ft

- Clean Committee – (Jeanne Calhoun filling in for now) 8am during the summer, 9am during the winter; for downed trees on the East side of the frontage road, ADOT should be responsible for taking care of those, and we can contact Ward III about this.

- IST - International School Rep Report (Colleen Nichols) – school starts next Thurs, Aug. Lots of activities next week so it’ll be busy there; TUSD is not going to sell the property to them for at least 5 years, so they are still looking for an additional campus.
- Tucson Electric Power (TEP) Line Siting outcome - (Colleen Nichols) Line Siting Committee (LSC) from Arizona Corporation Committee (ACC) held 10 days of hearings at the DoubleTree (lengthiest case they’ve ever had); we had someone there every day from the undergrounding coalition; LSC listens to all info including the Certificate for Environmental Compatibility TEP has submitted with all their routes, the LSC also went to all of the routes in person and all the substation locations; Dan Dempsey was our representative there at the table, helped LSC see that undergrounding is viable, there is plenty of precedent for undergrounding; now it goes before the ACC, could happen any time after Aug 13, but likely later than that. Good to emphasize safety concerns in comments (e.g. large poles are a safety concern if they fall in large storms).
- TEP Substation process - TEP’s next step is to apply for special exception permit for the substation (ACC has no jurisdiction over that property or process), so will go through a separate process open to the public. This area is part of the UA Area Plan, which calls for undergrounding of new lines (this is our best bet as neighborhoods are not covered by the rules for undergrounding in the Gateway Corridor); The UA is the largest consumer of power in the center of the city.

Neighborhood has been quiet – one larceny (theft, not from a house), one DUI, one traffic accident in the neighborhood (he doesn’t have info on where; Cindy asked for aggregate data on accidents for Traffic Committee); does not include thefts from the Dollar Store; Zac asked about TPD website with a Crime Map, seems to be missing from website? Matt will look into it; about to do a big annual shift change with new officers on July 14th so we might see new officers in the neighborhood.

New heat ordinance for workers outside, working on details about how this will be enforced; also working on new tobacco and vaping ordinance that would raise the minimum age from 18 to 21 and for vaping retailers would have to get license from the county; county budget is slightly higher this year, but tax rate is stable (slight increase from property values and construction); they are cutting about 2% of each department.

Will require 25% of permits sold for each permit area; we and 11 other neighborhoods are currently at less than that (only 4 neighborhoods are above that limit); that means the neighborhoods will no longer get funds from Park Tucson; RPP needs to be operating with at least a $4k surplus to continue the program; Cindy suggested another scenario where they could cap the distribution in each year, Tom will bring that up at the next meeting; JPNA had 200 tickets issued since Jan; Jeanne asked if we can get this info in writing as it’s very complicated and his audio was difficult to hear during meeting; Cindy will circulate the pdf to the board; Tom will let us know when the commission is going to meet.

- Change in BiFusion plastic recycling; it’s been too popular and they can’t take all our plastic at the CA facility; City decided to go with Hefty, which has a different program where you can put the same kind of plastic in one of their orange bags and they’ll take it, turn it into blocks or other things; as of July 1st, you have to buy their orange bags (which funds the program) and use those for the hard to recycle plastics; CJ still saying we’ll get our own BiFusion facility, eventually; Lisa said Fry’s is supposed to have them by this Saturday, you can also buy them online, or get one free bag on the Hefty website; remember that overall the goal should be to try to use less plastic; you can still put 1, 2, 5 plastics in the blue bin, that is a better solution.
- Working with Tucson Mesh, provides free, or ‘pay what you can’ internet; they are close to formalizing a partnership with Tucson House, which is tall and would give them line of site connection with satellite.

Ward 3 Report: (CJ Boyd)
(A) Midtown Reliability project. Ward 3 had a meeting with TEP yesterday. TEP has selected a preferred route that will be presented to the Line Siting Committee: Grant to Park, Park to Adams, Adams to Vine, Vine to Chauncey. No small streets in Jefferson Park. Q: Will Ward 3 weigh in on this option? A concern that Park is a residential street; why not Euclid. Consider moving substation to a different location not in a neighborhood. Also, continue to want the line to be undergrounded. A: CJ will bring that perspective to Kevin Dahl. Meanwhile, be sure to speak up during the public hearing that TEP must have on this issue. We can voice our opinion on the selected route (with docket number).
(B) Pool hours drastically reduced; 63% of hours. Kevin voted against Tucson budget for that reason. Less state share revenue- Legislature passed a flat tax, which will result in $$M less for each municipality. Challenges this year- will have to cut city services.
(C) Walmart on First and Wetmore wants to expand, but this goes against the big box ordinance. Let your reps know if you oppose this. Neighbors nearby want the expansion due to the lack of grocery stores in the area.

- Passed a Heat Awareness Resolution. Heat protection plans needed for county workers and others. County plan will be complete on June 4th. Educational campaign. City of Phoenix already passed an ordinance requiring heat plans for all their workers and contractors.
- Asylum seekers transportation program will continue- received some budget from the Feds. Numbers of asylum seekers are decreasing, so this funding should last to the end of the year.
- Approved resolution in support of expanding Cabeza Prieta National Wildlife Refuge.
- Period poverty awareness week. Collecting donations here in Ward 3 office.
- UA Volunteer program run in partnership with Banner. All student-run. This group of students not interested in participating. There is an alternate way to get volunteers to assist neighborhoods: United Way Days of Caring- we can submit projects to this organization instead. November 1-2 are the days of the project work. Submit your projects by August 16th. Can also apply to Fraternities/Sororities for service work. They are required to do projects.
- 10,000 students in dorms move out every summer- collect leftover food, clothes, etc. 15,000 students living in apartments- for the first time, Julie’s staff has organized a collection of their food/clothes to go to nonprofits. Lots of leftovers! Will try to get this done every year.
- North University Neighborhood Association reached out to Ward 6 to request a meeting re: Mountain and Helen. UA parking and transportation rep will engage on traffic calming discussion.

- Treasurer's Report (Laurel Heather Milden): Checking account $13,256; Savings account $2583, CD $10,082. last month we received $15 dues. Bought gift card for Linda who worked on plant sale so hard despite the fact that she lives outside of Jefferson Park. Plant sale total: $10,643. Huge thank you to Laurel Heather for all her work and enthusiasm in getting another fantastic sale accomplished- and it’s another record amount!!

Main Gate Square merchants contacted us and would like to advertise in our neighborhood. Historically, if entities donate to us, we recognized them in E-news. Do we want to allow advertising in our newsletter and if so, how much should we charge? Sam Hughes has advertisers on their website. Garden District charges $120/year for business card size ads.
Discussion: We need to negotiate with Main Gate Square. Would save us money and support the newsletter. Should ensure that the newsletter isn’t overwhelmed. Our e-news goes to 372 people. Motion made by Colleen: Accept advertising to include in JP newsletter. Seconded by Rosemary. 10 voted yes, motion passes. Details to be determined.
- Banner - (J. Daniels) Helicopter reports, see E-news. Approximately 25% of all flights are non-compliant. We need to monitor the flights- this is a high percentage of flights that go over our neighborhood. Please call when they fly over or near your house.

- Clean Committee - (Joanne Osuna/Miguel Puig- not present) storing equipment. Parklet now has a tent and there was a fire. Owned by DOT.
- Green Committee-(M. Hailey-not present) April 27, weed pull. Meeting with Corey Martinez, Park Supervisor, requested. Motion made by Joan Daniels: Request that the JPNA board reimburse the Green Committee the cost of water, bags, gloves, etc. for future clean ups. Up to $100. Seconded by Colleen. 10 yes, motion passes.
- Safety Committee (R.Bolza). Rosemary met with the TPD representatives for our neighborhood. Let her know if we have any issues to report. There will be another safety meeting next month.
- Grant Rd Coalition - (J. Daniels) Grant Road 5/6 /2026. Grant Road Coalition met May 9. Won’t meet over the summer. Issue- no funding for land remnants to have landscaping. We will have to work with RTA and City to get funding for green space. Traffic will get closer to JP, so will get noisier- can we get funding for a wall? Need to do a sound study.
- Red Tags - (C. Nichols) Wrote Sgt Alexander at TPD since we haven’t been getting any reports. Each month Colleen has to request reports from TPD- records request. CJ says they should send these out as a matter of course; Kevin is very supportive of requiring these. Julie Katzel is also really supportive- that way the UA can cite the students. It is a TPD capacity issue. Perhaps they could have an intern pull these reports.
- Land Use– (Trish Gehlen) please report suspected construction w/o permits to [email protected]. Can help people if there is construction, she can contact the city for folks. She doesn’t want to be the only one with her name on the complaints.
- IST - International School Rep Report (C. Nichols) School is out tomorrow. One week break, then summer school starts. They are seeking to purchase the school and land from TUSD rather than leasing it. A concern: as long as TUSD owns this, they are exempt from city zoning rules. If IST acquires this school, they will have to comply with the city zoning rules. Insufficient parking spaces, modular units may be problematic. IST should be made aware that this could be an issue- they are aware.

- Project Update- Plant Sale report: A success! Over $10K earned. Still about 50 plants left- selling them on the honor system. We could have better signage next year. We might get business cards with information about the plant sale. We also need to have volunteers stay late- people keep coming well after 2pm! Could use more help at the end of the sale. Could have a checkout station. Instead of putting out the plants on Friday morning, why not put them out on Thursday night. More signs to identify the plants- need people to help with this.

- Pima County (Adelita Grijalva) receiving 2.1 M to provide for asylum seekers that get dropped off in Tucson; AZ house voted to repeal 1864 law; Pima county is currently having budget issues, all offices taking 2% hit, shouldn’t result in loss of jobs; public study session May 7th about the budget; Chris Ackerly serving out Treasurer’s term; auto-closure of some positions that have been vacant over 240 days.
- SPEAKER - Tom Janowicz of Park Tucson
- Started position in Jan, came from LA, UA grad; they are hiring more parking service agents right now, should be able to respond to more calls
- Reaching out to neighborhoods to get info, feedback on Park Tucson plans (main focus Grant to 22nd, Country Club to Grande), will take these to Park Tucson Commission
- Permits are currently $48 per year for JP, we get 9% of this accumulated in an account each year (no revenue from tickets); Park Tucson has to make the first $5000/year, once that is reached the neighborhood begins to accumulate money. Once the neighborhood has accumulated $4000 it can begin to draw money (up to $10k) for projects including right of way improvements; this is an incentive to get neighborhoods to enroll in permit program
- last speed bump was $6300 ($3983 paid by Park Tucson)
- March 26th –voted for a new 25% participation level threshold. We currently have 826 potential permit spots in JP, only 80 permits have been purchased; he’s received feedback from a couple neighborhoods, including JP, that they should nix the 25%, or subtract driveways from the 826 denominator; also, a block with no purchased permits can petition out of the program (another way to reduce the denominator)
- With purchase of permit, get one free visitor pass, one paid one at same price as permit; permits are only for your permitted area (you can’t park at another location in the neighborhood); we have $5421 in our account currently, all JP blocks are eligible to apply; you can call Park Tucson anytime to let them know that you have people over, to “stay away”
- Park Tucson will honor any agreed upon disbursements up until new rules apply.
- IST is renting from TUSD, can request no parking areas around the school

Jesse recommends silver behind cutout letters for more visibility and that the sign be elevated. JPNA gave issued check for $350 for their part of funding. Friends funding $350 and donation in memory of Minnette Burges is funding the remaining amount $2500.

Keith Bagwell, Pima County presented funding shortfall for legal asylum seekers. Immigrants arriving at 1000 per day. He reported that health assessments were being conducted on new arrivals.

- Seneca/Vine advertised “rent by room”. Land use committee sent letter to owner. Sign came down and owner responded favorably to the committee.

IST - International School Rep Report
- International Day March 2, free admission
- New Representative to the International School Board. JP Board members, please consider. In November JP will nominate someone to representative the neighborhood, then IST will interview. - (C. Nichols)
- TEP New “Halfway Solution” proposed by The Underground Coalition suggests the 138Kv lines only go halfway. The money saved would fund undergrounding in JP. Thus far, TEP has not agreed with the proposal.
- J. Calhoun reports that studies are showing that above ground is more expensive to maintain, therefore the long term benefit economically would be undergrounding.
- TEP is trying , with Superior Court, April 30, to challenge the Board of Adjustment and Zoning Administrator’s decisions for undergrounding on scenic by-ways.

Banner – (Joan Daniels) – The meeting was held and the report for October showed that 25% of the helicopters that came in did not use the correct route. Banner has a new tracking program, but not sure they are using it.
Traffic Committee- (Cindy Doklan) – The active members are Zac Lacy, Alison Meadows, Stuart Lorch and Cindy Doklan is the chair. Cindy shared a detailed annual report of the accomplishments of the traffic committee. A long discussion followed about the grant application submitted to put in a traffic circle at Seneca and Santa Rita. Outcome was a Motion was proposed and seconded by Lisa Jones. Motion: Accept the grant application as submitted. 6 yes 7 no. A new Motion was proposed and seconded by Trish Gehlen. Motion: Hold onto the application Retain submitted application, work with the traffic committee members and the city to look for other viable locations should we get the money. 14 yes, 1 no
Green Committee - (Michael Healy) – no report
Clean Committee - (Joan Daniels) –Another encampment has popped up and has been reported.
Central Segments Safety Committee - (Rosemary Bolza) – The committee met with the Community Service Officer. There was a discussion about who is keeping the data on the crime/incident reports. Also it was mentioned that there is some confusion on who/how to report incidents. There is 911, 311 and 88-crime. Are all the reports to the different numbers being tracked? More information to follow after the next meeting.
Grant Rd Coalition - (Joan Daniels) – no report
Red Tag- (Colleen Nichols) – There has been some data shared: September 4 loud parties, 1 red tag, October 1 loud party no red tags, November 2 loud parties and 1 red tag. The leadership has changed so the reports are coming in a bit faster. Julie Katsel shared that they will go out to the house and talk with the students about being good neighbors. She also shared they have a new chief, from Oro Valley and he is very eager to work with the community. Sending letters to the home-owners has been very successful. The number of reported loud parties has decreased.
Land Use – (Trish Gehlen) - There has been a report of a shed demolition and new building at 948 E. Waverly St. It appears it was approved but JP was not included in the approval process. Trish will investigate further. Please use the Land Use email when reporting.
Liaisons to the Community
International School (Colleen Nichols) – It is time for a new representative to be a member of the IST board. It is best that they not be a parent as there are already many parents involved. If you are interested, reach out to Colleen. JP board approves the representative and then there is an application and a short interview with IST board. The role of the representative is to attend board meetings and liaison with JP board. Meetings are once a month by Zoom.
TEP – (Colleen Nichols) There is a lot of information in the JP newsletter. The next meeting is 2/8 at the Double Tree at 7pm. All the comments, letters, emails and calls are recorded and documented and sent to the Arizona Corporation Commission.
Campus Community Relations Committee (CCRC) - (Lisa Jones) The minutes were sent out to the neighborhood. Rincon and Pie Allen neighborhood are trying to get NPZ status. The moving of the Soleri chapel artwork has been put on hold. Currently there is no public access to the chapel so Banner wanted to move some of the artwork into the Andrew Weil building. The historic preservationists were not in favor of the move.
UA Expansion Committee (Joan Daniels) – Members of the committee are: Coleen Nichols, Rosemary Bolza, Joan Daniels Cindy Doklan and Jeanne Calhoun.
Lend a Hand-(Lisa Jones) – Janet Burt is the new coordinator, she was a former volunteer and on the board for many years. Currently working on an appreciation activity for volunteers and board members.
Friends of Jefferson Park, Inc. (Joan Daniels) The annual meeting was help. The History books sold out and another 50 have been ordered. Friends received a donation of $2500 to add another sign in the linear park. The installation cost will be $700. Friends is contributing $350. Motion: Jefferson Park donate $350 towards the installation. Rosemary seconded the motion. 15 yes 0 no.

CJ Boyd, Ward 3: Wildcat Inn is getting a great amount of donations. There will be a Christmas party on 12/16 at Wildcat (Oracle and Drachman). The Inn allows families, children and pets. It also provides women only and men only spots. Goal is permanent housing. Thank you to all who attended the event at La Madera. Kevin Dahl is Vice Mayor.
Bill Bradway and Preston Hould, Tucson Police Department: They shared that they would like to continue joining the meetings. Reminder that burglaries increase over the holidays. A question was raised about the after car accident debris not being picked up, the officers said they will bring it up at their substation meetings.

It also provides women only and men only spots. Goal is permanent housing. Thank you to all who attended the event at La Madera. Kevin Dahl is Vice Mayor.
Bill Bradway and Preston Hould, Tucson Police Department: They shared that they would like to continue joining the meetings. Reminder that burglaries increase over the holidays. A question was raised about the after car accident debris not being picked up, the officers said they will bring it up at their substation meetings.

TEP: Adding/increasing the size of the substation allows for a higher capacity. If brown outs occur then can coordinate with other substations to deal with the brown outs. Serve more customers. Goals: Retire 8 46K volt poles, 19 miles of 46KV sub transmission lines. To replace it will cost the same amount of $ as a new project, it is better to do the new project.
Vine Substation: TEP will be asking for a special exception permit, probably in late 2024, but must wait until they have identified a route. There has been quite a bit of discussion about moving the substation, and JP is advocating for that.
TEP has been looking for other locations but needs the location to be near the” load center”. They have looked at 10 properties. It was suggested to look at 1st and Grant but TEP said that it is too far away from the load center. Three sites were suggested after the Neighborhood Advisory Group met. Some of those sites had already been investigated. The Adams and Park location was suggested but UA would have to agree to sell the land. Questions/Suggestions from the attendees: A JP neighbor suggested Catalina Theater area and another neighbor reminded that we need to consider the Grant Rd. 5/6 project. How far from the load center can the substation be? TEP promised to have that information for the following day’s community meeting.

Met some new neighbors, the Lester family came and shared some family photos. Thank you cards were sent to all the volunteers and donors. The left over items were donated to Safe Shift Thrift Store.
Lend a Hand-(Lisa Jones) –We need cards and homemade cookies, cookies can be dropped off at Lisa Jones’s home, 933 E. Seneca St. by 9am on 12/9.More info will be in the E-news.

The plan was put on pause during covid. A brief definition of a master plan was shared. Many of the decisions are made on what is needed and, money and timing. Campus Quality: look at use of green space, courtyards, layers of traffic, buildings and air rights. System Level Thinking: pedestrian streets, transit, open space, green space and gateways. Campus Hubs: Research Hubs, Student Unions, Instructional Hubs, Library, Art and Sports Hubs.
University Original Traffic Flow Design: was east to west and now it is more a north to south. Instructional Space: needs renovations many of the buildings are over 50 years old total classroom seats 25,000. Research Space: 1.2m ASF are 50+ years old. Residential Life: Currently there is 1 bed per 7 students. Sustainability: optimize assets responsive to public resources and climate action. Alignment with Strategic Plan: Collaborating with other Key Leadership to align with overall needs. Engagement Process: Over 1500 participants, neighborhoods, focus groups, students and political leaders were involved. Opportunity Zones: look at underdeveloped areas such as Cherry Corridor, 6th St. Recreation Center Mountain north of Speedway, and Olive Rd.
Questions from the floor: There was nothing mentioned about what the plan is to expand the Honors Dorm? Looking at taking down older residential halls and putting up new with a higher density, and looking at options on Helen and Mabel. Can JP be more involved in the planning for example how it impacts the neighborhood; increased traffic etc.? Julie Kastrel stated she would be willing to come to every board meeting in the future. What is your position on TEP? The University is neutral on what TEP does with the substation and the placement of the new lines.
Keith Bagwell District 5, Grijalva’s Office, There is a new Transition Center near the jail in hopes to decrease recidivism. There are 6 navigators (peers) to assist from 8am to midnight. 90% of the newly released have accepted help from the center, transportation, counseling and resources. The biggest need is housing.

CJ Boyd- Installed rain garden this past Saturday and had some folks from JP in attendance. Also, have a had a good response from residents donating things to Ward 3 for the Wildcat House, a housing first program. Household items, clothing, and larger items all accepted. They will also pick up.
Also mentioned the 50+ trees that were cut w/out permission in Navajo Wash- Hedrick Acres. It is not legal, and folks from all over are upset about it. Houseless issues. Keith Bagwell introduced himself; he will be our Rep from Adelita Grijalva’s office.

2. Marsh reports that there are rats in the neighborhood. Need to get on top of it. Sam Hughes neighborhood has had this problem, and we will review their work. Reduce the food supply for rats around your property by limiting bird food that is spilled and picking fruit off the ground.

He also shared that the Landlord/Tenant Act allows loopholes like allowing a house that has been condemned to be re-rented. CJ will send the paving map to Colleen.

Nicholas McCullough: Adelita Grijalva's District 5 Office, Nicholas was not present but he wanted to share that the Period Drive was very successful they collected 39,000 items.
Feldman Neighborhood: Cars are being broken into, police reports have been filed.
North University: Will be requesting that the speed limit on Park be lowered to 25MPH, will connect with Cindy Doklan.

Traffic Committee- (Cindy Doklan) – We have collected all the needed signatures for the speed hump for Seneca and Tyndall. Sent paperwork to the city, have not heard back but will follow-up as the times has passed when the city said they would respond. Still no progress on the Santa Rita/Seneca hump. Rosemary reported that she was driving on Mountain and a bike group was riding in both lanes at night and she was unable to move. CJ to follow-up.

Rosemary is hoping that the new CSO will get involved and perhaps the coalition will revitalized. Rosemary would like to start an Emergency Response Team for JP, similar to the one being developed by Sam Hughes Neighborhood. For example some neighborhoods have formed mini response teams. One neighborhood adopted the use of a piece red paper in the window to signify an emergency. Zac Lacy and Cindy Doklan expressed interest and will follow up with Rosemary.

Negotiations are on-going, Steve K from Ward 6 is trying to talk with TEP about undergrounding and environmental resiliency. JP will draft a new letter to Mayor and Council stating the negative impact these lines will have on JP.
Campus Community Relations Committee (CCRC) - (Rosemary Bolza/ Colleen Nichols) - There are still a lot of questions. There are a lot of mixed messages from the university. We will ask Julie Katsel to come to a JP board meeting in the fall to see if we can get clarification and get our questions answered and see how we can be involved.

JPNA Neighborhood Meeting Minutes

Introductions and Appreciations: Thanks to all the area Reps who put out the door hangers. Thank You cards were provided to sign for Michael Crawford and Joan Hall for their board service. There was also slips of paper to write remembrances of all the work Joan Hall has done over the years for JP.

Guest Reports: Nicholas shared that Grijalva was elected chair of the board, that they are halfway through the Annual District 5 Art Show. Flyers are available, the theme is “Why do you Love District 5?” CJ Boyd shared that there is a study looking at the plastic diversion program that has been very successful in Ward 6 to see if it can be made a city wide project. There is a sock drive going on currently looking for new socks of all sizes, drop off 9-1 at Ward 3. Tucson Mesh is looking to create a program to “pay what you can” for internet service for several neighborhoods: e.g. Sugar Hill, Bronx Park etc.. Also working on a project with Housing and Community Development on another project to put an antenna on top of Tucson House. Bob Schlanger asked if there had been any follow up to his question about TPD picking up the debris left after car accidents. Grijalva’s office and the Police Chief have been made aware of the concern.

Land Use – (Joan Hall) – no report
Banner – A meeting is scheduled for 1/30 Duvall Auditorium at 3pm. Banner will share new software to track helicopters that are in/out of the fly zone.
Traffic Committee- (Cindy Doklan) The International School is looking at bids now for speed bumps.
International School (Colleen Nichols) Lunch Program up and running served over 600 meals. Portable classrooms are in use so now the auditorium is available again. March 4, will be the International Day Festival, food, games, crafts, dancing etc. Annual Fund Raising Dinner will be April 6. There will be a silent auction as well. The school has hired a company to conduct a feasibility study to map out the future of the school. There are over 100 students on a wait list.

Grant Rd Coalition - (Joan Daniels) – Next meeting in early February. Joan D is working on the rewrite of the white paper to encourage green space.

Clean Committee - (Joanne Osuna) – Still cleaning the parklet, met at 9am, Joanne, Rosemary, Joan D. and Cecelia
Central Segments Safety Committee - (Rosemary Bolza) Community Safety Officer has gone to work with the Feds, 2 new officers will be replacing her. The Coalition is on pause until Rosemary has had an opportunity to meet with the new Community Officers, hoping by March. Link for the meeting is on the JP website. Rosemary will bring engravers to all JP meeting if folks want to engrave belongings.
Reps to the Community
TEP – (Colleen Nichols) – Mayor and Council voted unanimously to hold a special election on May 16th to renew and slightly increase the franchise fee. This renewal via election must occur at least once every 25 years. TEP and the City of Tucson are asking for a .75% increase, which will go towards undergrounding power lines, specifically part of the Kino to DeMoss-Petri Transmission Line Project, and to support other environmental/climate resiliency projects. The franchise fee will go from 2.25% to 3%, an increase of 93 cents per household per month. The Steering Committee of the Undergrounding Coalition considers this as a good way to fund undergrounding lines while attending to climate issues.
Campus Community Relations Committee (CCRC) - (Rosemary Bolza) The committee needs more attendees. The committee meets once each month on the 2nd Tuesday of each month at 6pm (except June and July). It is made up of neighborhoods that abut the university, campus police, TPD and Ward 3. 5 and 6. It is a very interesting meeting, UA will be presenting the master plan in March which will include expansion plans. Information in the E-news and the JP website.
Friends of Jefferson Park, Inc. (Joan Daniels) Discussing potential fundraising events for JP. One idea is a silent auction in November to commemorate the 125 year anniversary, it would include food trucks, possible home tours and etc. A planning committee will be formed in February or March.

Sergeant Dial: Introduced himself and Ofc. McLaughlin. He shared that TPD had hired 3 new Community Security Officers (CSO). The CSO's hours have been extended to 3am. Our area CSO is Montserrat Rangel (Monce). Ofc. Dial's contact information is: 520-269-1405, [email protected]. A question was asked as to how we can slow down speeders especially on Park? Sgt. Dial suggested we talk with the Traffic Division Motor Sergeant. Perhaps they can set up a hot spot team.
Rosemary shared that she will be scheduling a Safety Meeting in the near future and will invite Dollar Tree and Sausage Deli and McDonald's along with the other neighborhood representatives.
Chelsea Gutierrez and Paul Patterson: Attended the meeting to discuss the recent anti-Semitic flyers that were distributed in JP. She explained that we should not put the flyers on social media as that is what they are hoping we will do so they get even more exposure. If we find more in the neighborhood to send them to TPD or JFSAZ, you can take a picture or scan the flyer and then email it to: [email protected]. or [email protected] and include the address where found. Hate Crimes are a priority, but you may not see the results of the investigations for some time. They also shared that the FBI is involved. The neighborhood near Swan and Sunrise was also targeted.
Nicholas McCullough: Nicholas shared that Period Poverty Drive collected 13,942 period products.
CJ Boyd, Ward 3: The office has slowed down a bit for the summer. The unhoused forum was successful. Samos neighborhood is interested in working with JP to see how we were able to get the linear park funded. It was suggested they talk with the Grant Road Coalition.

Traffic- 1. Progress on Mountain Ave. Speed Tables no report 2. Quotes for Speed Tables Bob Schlanger called a paving company no quote yet. Joanne Osuna called several but was unable to get estimates. One gentleman cut the call short because he said he had a long-distance call, but never called back also requested estimates online with 3 outfits, but never got calls. Left a message with a living person at another. She said someone would call me within a couple of days, but no one did 3. No response from Julie Katsel from UA for financial support for traffic calming. 4. Alison Meadows shared that Living Streets will come out and share ideas, the board encouraged Alison to work with Living Streets. 5. The meeting attendees were encouraged to complete the Tucson Slow Streets survey online: https://www.tucsonaz.gov/tucsonslowstreets 6. Nancy Martin sent 16 letters to neighbors, 2 people responded that they wanted a traffic circle, a few were returned stating Seneca St. does not exist. 7. Rosemary, Lisa and Dorothy met to discuss concerns on Park and Santa Rita. Dorothy was open to a speed table by her home but not a speed bump. 8. Several people volunteered to serve on the Traffic committee with Joan Hall: John Ream, Lisa Jones, Rosemary Bolza, Alison Meadows and Judy Janson. 9. A suggestion came from an attendee to investigate the possibility of 4 Way Stops on Park.

TEP – (Colleen Nichols) - The proposal from TEP is moving forward to Mayor and Council (M&C). It will be an in-person meeting on July 12th at 5:30pm. M&C is being asked if a Zoom option can be added.

Drone Meeting: It was well attended. The drone's will only be dispatched when there is a 911 call. The drones have a 30 minute battery life. TPD has been using them for a long time. They will be used for 30 days in Ward 3. 6/15-7/15. They will only be dispatched during the day. Helicopters will be used at night but limited to only for 3 hours because of the gas prices.
