Introductions were presented for the record.
Kristian presented the 2024 refresher and 2025 flight review tracking reports and information, which includes 47 different vendors visiting campus at this time, according to the overview of the Flight Friendly map showing the corridor previously agreed thereto.
Discussion NOTE: An arrival and a departure of the same helicopter is considered one flight – a round trip.
Kristian discussed 2025 numbers to date from annual published report and November to January appears to show a large percentage of flights outside the FFZ, however, the 2nd quarter does show a reduction.
Discussion Note: The date/numbers presented on the graphs show through and including April 2025.
Upon inquiry, Kristian advised the tracking comes from Flight Aware software providing time, tracking and radar snippets.
Daniel asked if the information was helpful in tracking and Colleen inquired as to whether they are departing the hospital 20% of the time outside FFZ, according to the graphs. Question was also presented as to what some of the rational/excuses are for being outside the FFZ.
Kristian advised Chris Falcon, Base Hospital Coordinator, has communications with the flight crew and indicated that we may be able to pull some of that information, which is always changing due to the flight companies.
MILITARY FLIGHTS Cindy inquired about the various military helicopters trying to land and wondered if they are within the data. Joni advised they are included within the tracked and presented data.
LOW FLYING AIRCRAFT
Colleen advised the fabricator has been released to proceed and will begin the project in about 2 months. Based on design, it will be able to be moved around when placed to accommodate the best location. JP will continue to be the Banner contact for the project.
EMERGENCY DEPARTMENT Discharges
Kristian has discussed with Tim York on rounding. (rounding is walking the perimeter?)
Robert advised he has reached out to K9 teams regarding the ED releases and has provided additional foot patrol. Rounding is continuing, including evening hours. Patients are continuing to be encouraged and escorted towards Campbell Avenue and not Jefferson Park.
Rosemary advised there is a lot of construction around the ER and wanted to know what it looks like.
Joni advised it mostly will look the same in the future but will go back to a normal view following removal of the construction containments.
Rosemary noted the ER seemed overwhelmed due to the respiratory season. They are still seeing electrodes on the sidewalks and having several issues with homeless patients being in the JPNA neighborhood.
Colleen noted someone from ER got through a resident’s gate, took cushions off of their gliders and left medical equipment, gowns, etc in their yard. There continues to be issues of patients from the ER coming into the neighborhood. Maybe some kind of a visual barrier would help in keeping people out of the neighborhood/basin.
Robert advised the Security Department is unable to re-direct people from JPNA but direct them to Campbell and sometimes via wheelchair escorts directly to the bus stops. Robert further advised the basins by the hospital are regularly patrolled.
Lester Properties - 1602 and 1648 E. Lester Properties
Kristian noted the properties have vehicles being parked there. Some parking options are being looked at, but currently there is no plan for demolition of either of the properties. The block is slated to become a large retainment basin and landscaping will be maintained, which will include rounds by the Banner Security Department. Historic property requirements will be followed via agreement and re-districting once all properties are acquired by Banner.
Colleen encouraged FAA/Consult of safest route for helicopters and what they deem is the safest route to come in and leave Banner.
Kristian advised the Security Team would need to be called in as real time as possible to take care of the issue and Banner will look at options for plantings and such.
MOUNTAIN AVE ROUTE FOR AMBULANCES-Colleen questioned the route ambulances are taking that use Mountain Street. She further noted they need to be reminded that Mountain is a secondary route and the other route that is primary needs to be followed. Kristian advised the concerns will be sent to our base hospital rep, Chris Falcon, to follow up.

LOW FLYING AIRCRAFT
- Rosemary noted there are several different military units that fly to the Banner Health pads, to include military evacuations. There are also rotations, which will include pilots new to Davis Monthan.
- Colleen noted one of the neighbors advised during maneuvers, they flew so close to a neighbor’s house it cracked one of her ceilings. She lives north of the Banner basin and indicated that the helicopters should not come so low.
- Ms. Waldo, Davis Monthan public affairs officer, advised she would let the flying units know of the low flying issue and the residents have the option of filing the report on the DM website.
- Rosemary showed a picture of the helicopters also being very close to the power lines.
- Kristian advised we are continuing to track every provider and every flight and ensure they are following the FFP, with top 3 companies noted on the graph are within the data fully following FFP. Banner will collaborate with all following providers to ensure they are following the FFP.
- Joni advised it is an FAA rule that the pilot has the final decision in approach and landings.
- Banner cannot mandate how they land or take off for many reasons that involve weather, approach, etc.
- Rosemary asked if there has been a study done for the safest route in and out of Banner recently completed.
- Joni and Kristian advised they can request of the FAA to see if they would be able to conduct an official best flight path study.

Jefferson Park and the UA completed an MOU in 2001 regarding the safe pathway for helicopter arrivals and departures. Subsequently, Banner signed on to the MOU and has been tracking flights and reporting to Jefferson Park.

Jefferson Park and the Banner agreed to the initial MOU in 2016 and added agreemensts for the funding to re-district the JP Historic District boundaries due to properties purchased on the south side of Lester which were demolished. Other issues related to water run off etc. were included in 2016
