Parties and Disruptive Behavior

Jefferson Park is a neighborhood of great diversity. We have students, university staff, city employees, school teachers, businessmen, retired folks etc. etc. All have a variety of schedules. The majority of people have regular 8 am -5 pm jobs and need a good night’s sleep. The city ordinance prohibits unruly gatherings that infringe on the rights of the neighbors. What is an “Unruly Gathering”? An unruly gathering is defined as one where five or more people are gathered in a manner which causes a disturbance of the quiet enjoyment of private or public property by any person or persons. Disturbances include but are not llimited to:

  • Excessive noise or traffic
  • Obstruction of public streets by crowds or vehicles
  • Drinking in public
  • Service of alcohol to minors or condssumption of alcohol by minors
  • Fighting
  • Disturbing the Peace
  • Littering

How to make a report.

If you wish to report a party or disturbance call 911. Say you want to report a party that is disturbing the peace. When you are transferred to the police department, report in detail what is occurring to the dispatcher (alcohol, underage drinking, cars, music, hollering etc.).

Get a Follow-Up Call.

For the best police response say, “ I am willing to file a complaint” Give your name. Say “ I want to be contacted after the police investigate. Please contact me by telephone, do not come to my door.” In this way the party participants will not know who reported, but you will hold the police responsible to follow up with you. Yes, you may be re-awakened at 3:00 am after the police have made their investigation…but the job will get done. If the police see fit the home will have a red tag placed in an obvious place on the front window.

The RED TAG

An apartment or home may be tagged for six months bv the police for excessive noise, under-age drinking or illegal parking with fines up to $15000. The landlord/property owner will be notified by certified mail. The host is responsible for guest behavior. A second violation within the 180 days of the tag could result in fins to the home owner.
