JPNA Meeting Nov 19, 2025, 6:00 pm, Joan Daniels residence (Ward III double-booked)

Presentation by Nicholas Martell, City of Tucson Section Manager, Long-Range Planning. 
  • Middle Housing amendment sent down from the state government.      
  • Nick Martell and Amanda Smith are familiar with NPZ issues and local codes/ordinances.
  • Colleen Nichols question: concern about the amendments to city codes and as it relates to NPZ. Nick response: state requirement 2721 house bill. All cities of 75k or more need to adopt for middle housing. Duplex, triplex and quadplexes. Cities are required to allow them to be built within 1 mile of “city business district” which is not yet officially defined. JP neighborhood is potentially within 1 mile of one of these districts. State has given a hard deadline of January 1 to decide these districts. Chance this could also apply to the whole of Tucson. Analysis from a study suggests that setbacks can minimize quadplexes and destruction of older homes. JP is one of the few neighborhoods that has prevented this from happening already at a broader scale. Mayor and council have suggested some rules/regulations to make them look better, requiring more regard for aesthetics of the new buildings. JP has some strict rules in place already.
  • Cindy Doklan question: How is the central business district determined? Answer: established by a ‘public process’ basically decided by the Arizona state government. City of Tucson has recognized that the demand for middle housing is broad based and goes across the whole of the city. There are a lot of benefits for middle housing for prospective buyers and this is in general very popular. City of Tucson has partnered with the Drachman institute to study this issue. Study concludes that many developers are not interested in building middle housing, preferring apartment complexes and large home developments. Study says that there is evidence that despite the change to the law, there won’t be dramatic changes at the ground level in our neighborhood. Even with the NPZ, there may be changes to group dwelling codes. Potential changes could lead to more unrelated people in one dwelling. 4 people per house could be allowed, up to 4 houses per lot. This would be a big potential change. Mayor and council are ultimately in favor of these changes. December 16th is the next meeting date and an opportunity to give feedback to Mayor and council, including Kevin Dahl.
  • New laws for new builds require landscaping. 1 tree required per 1000 sq ft. Codes are trying to force developers to at least try to make these houses not look terrible. Also, there's an effort to limit parking in the front of the lot.
  • Lot sizes may be calculated by residential density and may allow for lots to split into two. Minimum lot size has been decreased from 7000 sq ft to 6000 sq ft lots. Bob Schlanger expressed concern about these changes leading to problems in JP. Bob would like to see the actual feedback from the community that the city claims that it has. The Tucson Planning commission website has the info we discussed this evening.

BUSINESS MEETING

2. Standing Committees                                                                                                
  • Communications Committee - Doorhangers have gone to printer, to be given to Area Reps at Dec meeting 
  • Nomination Committee - (Laurel-Heather Milden) There have been a couple meetings. New board members are incoming. Interviews will take place for the new prospective members. Two (maybe 3) member at large positions. 3 area rep openings as well. Laurel-Heather highlighted the need for these roles to be filled.                              
3. AD Hoc Committees                                                                                                      
  • Land Use (Colleen Nichols) 1720 E Edison has been a concern addressed at the previous meeting due to multiple dwellings. We sent a letter as a group and there was a response. There was a review of the requirements and the experts in the neighborhood were happy with the response. The neighborhood caught something that wasn’t allowed! People near the address (abutters!) can provide input that the city must listen to. We must remain vigilant as illegal stuff will get through without our watchful eyes.
  • Banner (Rosemary Bolza) – Learned at Nov 18 meeting that the neighborhood needs to contact the FAA about helicopter flights over neighborhood; Rosemary motioned that JPNA writes a letter to the FAA, John Heine second, approved. Letter will be about requiring the pilots to adhere to a proper flight path. Joan says to call the number in the E-NEWS to make sure banner has a recording of a complaint.
  • Clean Committee/Green Committee  (Jeanne Calhoun) - Micheal Hailey and Erin Posthumus will be in charge of the new Clean/Green committee in 2026. Erin will be in charge of monthly cleanups. Micheal will organize invasive plant removal events. There is a geocaching based trash cleanup scheduled for 11/26 at 4:45pm to 5:45pm. This was organized outside of the board. Micheal will attend!
  • Homeless/311 issues - Joan Daniels expressed concern about the homeless in the linear park. Still completely unresolved. Police came, kicked them out and they came right back. Colleen Nichols was informed that homeless people can’t be forced out by some of the responders. Will this have its own committee? This will be voted on at January meeting.
  • Fundraising - Soliciting local business for gift cards. There is a contest to purchase a chance to win these donated gift cards at a community event to be held at the International School on March 28th.
5. Friends of Jefferson Park (Joan Daniels) - Combined JPNA and Friends annual meetings Jan 28, (will double check availability for the date) social time between; Effective today $1600 Jim Click revenue     
6. Area Representatives Reports           
Rosemary Bolza and Judy Janson have reported solicitors selling solar energy products and they seem a ‘little fishy
7. New Business - Board                                                                                           
Policy Draft/Procedure on Board responsibilities – Need to have board review and approve, seems people didn’t read the email. Colleen suggested that we review and vote on this over the next few days. A call for a vote will be done over email. All the necessary information was included in the document sent by email.
Policy/Draft on Board Absences – Still is unclear, will address this over email in the coming weeks.

A.Election of Officers
1.The Nominating committee shall present a slate of officers to the Board of Directors at least ten calendar days prior to the election of officers which shall be held during the month of January of each year.  The positions will be staggered so that President and Secretary will be elected one year and the following year Vice-President, Treasurer, and Statutory Agent will be elected.

2) MINUTES – Review of March 2025 meeting minutes. Approved with motion by Colleen and second by Joan.
 3) TREASURER'S 2025 REPORT to date.
Joan reviews the treasurer’s report as follows.
            As of September 2025, the balance on accounts shows $11,843.78.  This should additionally reflect an expense of $159.90 for zoom costs and will be adjusted accordingly.
*Should be noted, there will no longer be a yearly plant sale; as such, income will be reduced.  Jim Click tickets will be sold again however.
4) ANNUAL REPORTS -N/A.
5) ELECTIONS – With the passing of our President Joanne Osuna, we will need to replace the position
in January 2026.  The Friends Vantage account will additionally need to be adjusted for signing privileges. Currently, Joan and Trish remain. Motion to designatenew signatory made by Joan w/second by Alan.  All
in favor. Colleen will assume this duty for Joanne.

6) 2025 Proposed Projects/Neighborhood Concerns
General discussion ensued regarding the new parking structure proposed by Banner Hospital.  Presentation will be held at JPNA mtg Oct 22nd.  TEP overhead
poles remains an issue.  No decisions have been made. Damaged traffic circles will need to be repaired by neighborhood.  Estimates will be forthcoming from Jason the Metal Fabricator.  Jason has additionally repaired the new kiosk ensuring a tighter seal.  Helicopter flyovers
remain an issue.  Joan requests consideration forstorage assistance with tables and chairs for JPNA functions.

ARTICLE V:    BOARD OF DIRECTORS
A. Governing Body: The Board of Directors shall be the governing body and shall set policy and procedures within the limits of these By-Laws.
B. Composition of the Board:  The Board of Directors shall consist of all elected officers, And a maximum of 4 at-large members who promote the purposes for which the Friends were established.. (Amended: Article V. section B composition, to add Members-at-Large.  3/2020)

General discussion ensued with respect to proposed projects.  The message board idea will be pursued as the previously used installer has some plans already developed.  The message board could be placed at Banner Park.  Joan will also work on a solicitation letter for potential business nearby as possible donors/advertisers.  Meeting adjourned at 5:45p.m.

Annual meeting Jan 15, 2024

Minutes -Friends of Jefferson Park, Inc.  Date:  January 15, 2024 – 5:30p.m.  Joan D., home.
Present:  Joan D., Kat M., Joanne O., Alan H., Liz B.
Absent:  (Excused)-Trish G.; Colleen N.
 
Minutes:  Minutes for January 2023 reviewed.  Motion for approval by Joanne and seconded by Liz.  Approved.  Minutes for March 2023 reviewed.  Motion for approval by Joanne and seconded by Liz.  Approved without objection.
 
Treasurer’s Report:  Financials reviewed including the 125 year celebration, plant sale proceeds etc.  Noted plant sale proceeds processed through Friend’s Zelle account then transferred to JPNA.  Joan advises the Friend’s paypal account was hacked and monies were drafted out of checking account.  Joan noticed and after interactions with bank/paypal personnel, monies were retrieved.  The current balance in non-profit checking account is $6658.15 correction $9158.15.  Of this balance $2500 remains restricted.  Further discussions on this to clarify. 
 
Old Business:  Restricted donation of $2500 discussed generally.  The monies will be allowed to be used for signage.  It is noted Jason Butler who fabricated the original sign at First and Grant, can help with both fabrication and installation.  Zac M. will be unable to assist with further installation efforts.  Joan will look into current costs for fabrication and installation.  Much gratitude for Alan H., for his generous donation.
 
New Business:  Election of officers for 2024 term - Joanne O., and Liz B., re-elected as President and Secretary unanimously. 
 
Contact information for both JPNA and Friend’s board was reviewed and updated.
 
Projects:
 History Books.  It is noted, all of the history books available for sale at the 125 year celebration were sold!  A motion to purchase 50 more books to sell made by Joanne and seconded by Liz.  Approved.  It is noted there are some corrections which need to be made prior to order and purchase of books.
 
Gourds:  Friends will be painting additional gourds for sale at the spring plant sale.  Joan requests approval to purchase more gourds to sell ($100-$150 range) .  Joanne makes motion to approve and seconded by Kat. 
 
Business Solicitations for income generation.  
Joan discusses the idea of soliciting businesses to request contributions for advertising in newsletter.  Cited Garden District example.  Project to be further developed and potential businesses such as Barrio Bread (local bakery) which may be approached discussed.  A solicitation letter may need to be developed to go out.
